The American Institute of Architects filed court papers asking a federal court to halt construction on the proposed Triumphal Arch in Washington, D.C., which President Donald Trump has backed.

In its briefing, the AIA said a project of that scale and prominence should proceed only after the review Congress established for commemorative works in the capital, and argued the arch moved ahead without the congressional authorization and review required by the Commemorative Works Act.

AIA President Illya Azaroff said the city’s monuments carry meaning beyond any individual project and that changes to the landscape should go through a rigorous, transparent, and legally sound process before construction continues.
