National CORE and Linc Housing joined the City of Glendale and other public and private partners on Sept. 23, 2026, to celebrate the grand opening of Pioneer Village, a 340-home affordable housing community. The project brings together homes for both seniors and families in a single development, reflecting the scale and coordination that large affordable housing projects often require.

The community is at 515 Pioneer Drive in Glendale and includes three five-story buildings on 2.79 acres. Of the 340 homes, 92 are reserved for low-income seniors ages 62 and older, 245 are for families, and three are set aside for on-site staff. Homes are affordable to households earning between 30% and 80% of area median income.

For architecture, engineering and construction, the project combines housing density with shared open space and neighborhood connections. The site plan places the buildings around courtyards, bridges and a pedestrian paseo that links to nearby Fremont Park, while the program includes more than 5,800 square feet of indoor community space, outdoor gathering areas, rooftop decks, playgrounds, gardens and a walking path. KFA designed the project, National CORE served as general contractor, and HavenCORE is managing the property.

The development also shows the operational framework behind affordable housing delivery. Funding came from a mix of sources, including Bank of America construction lending and tax credits, City of Glendale Measure S funds, low- and moderate-income housing asset funds, HOME Program funds, CalHFA programs and other public and private sources. CalHFA said it helped finance the project through its Mixed-Income Program, underscoring the layered capital stack often needed to bring housing of this type to completion.

Construction began in January 2023, residents started moving in during June, and the project was completed in July 2026. The development drew more than 7,500 unique applications, suggesting demand far outpaced supply. Each home includes all-electric appliances, air conditioning, a patio or balcony and other standard finishes, and the community is designed to meet LEED Gold standards with 342 parking spaces, including 35 EV-ready stalls.

The opening implies added pressure for future projects to deliver at similar scale while balancing affordability, transit access, resident services and sustainability. Linc Housing said its on-site resident services team will offer classes and supportive programs, while National CORE pointed to the efficiency of using one coordinated development to make land, infrastructure and financing go further. The information comes from a PR Newswire release issued by National CORE and Linc Housing on behalf of the City of Glendale and project partners.
